Whereas Google may or may not visit tags - the others do.  So first job use the expression Meta Keywords as opposed to Content

Next start making searches like this
http://www.google.co.uk/search?hl=en&q=SEO+UK+Transport+Directories&btnG=Google+Search&meta=cr%3DcountryUK%7CcountryGB

Find those Directories - set up a 'links' page - link out to transport companies who are NOT into frozen haulage.
Link in from Directories who have a transport section and remember - you are not linking the home page only - yes you start with it, but add links to all the pages - gradually - 10 a day is fine.
