what this all about?

hi all i just received an email asking me to link to 2 UK sites, both related to what i do in return for a link from some pointless site thats just full of links ads and useless info.

what's that all about i turned down their kind offer and received the following

"We appreciate your enthusiasm in marketing with our client's websites. However our agreement terms with the client specifically states that they will not be bothered with link building proposals as it is why we were hired to build links for them. If we put your link on their website, standard SEO algorithms will count that as a reciprocal link and it will not increase either of our search engine rankings and value. That is why we do 3-way or 4-way link exchanges. It is the most effective way to let Search Engines see it as a one-way link."

Ok i think i understand but i get a crap link they get a good one was i right to turn it down?
