If you mean Toolbar Pagerank - that is a dead duck - it never was nor will be part of SERP. If you mean Internal Page Rank then you need one way links to and from authoritive sites. Relative Sites Cool

Just don't make the mistake of going crazy with the links. More is not necessarily better. I had a page 1 ranking site a while back which had inbound links from only a very small number of highly relevant sites.

Just my 2c.
